Well going according to the current theory that Elsa and Rapunzel were cousin sisters, wouldn’t you too do everything you can to hide your daughter’s magical powers when your niece was kidnapped for that exact same reason?
I think the difference is that they were warned if she had fear those powers would consume her. Also, her powers are a bit more offensive than Rapunzel’s. Teaching her to use them would have been preventative in the case that Daddy couldn’t always be there to keep her safe locked in a room.
This is amazing.
(Although I have to say I assumed that Elsa locked HERSELF up out of guilt. Was I not paying attention…?)
